PF President Edgar Lungu is in Luapula to conduct a series of public rallies and meetings with stakeholders and members of the public.
The PF President is expected to hold raĺlies in Chienge, Nchelenge, Kawambwa, Lunga and Samfya Districts.
Lungu will also move to Central Province where he is expected to hold rallies in Serenje, Mukushi, and Kapiri Mposhi. He returns to Lusaka on Wednesday to come and wind up Western, Southern, and mop up rallies in Lusaka and Copperbelt.

Katele Kalumba Falls Sick
UPND campaign manager in Luapula and former Finance Minister Dr. Katele Kalumba has fallen sick and was rushed to Mansa General Hospital and enroute to the University Teaching Hospital.
Katele who together with former Deputy Speaker of the National Assembly Mutale Nalumango have failed to make an impact or dent in the PF stronghold.

GBM To Form Own Party To Prove To PF That He’s Popular.
Geoffrey Mwambasays he will form his own political party should the Patriotic front continue to underrate him.
And Mwamba says officials in the ruling party have experiencing sleepless nights following his decision not to support PF presidential candidate Edgar Lungu.
Speaking to journalists at Mansa Airport ,mwamba said he would be forced to form a party to prove to the Patriotic front that he is popular.
Meanwhile,PF National Campaign Team Media Manager Emmanuel Mwamba says it is unnecessary to subject PF presidential candidate Edgar Lungu to medical tests.
Mr. Mwamba who is also former Information and Broadcasting Permanent Secretary said Mr. Lungu does not need to undergo medical tests because he is currently enjoying good health.
He was speaking yesterday on Hot FM when he featured on a special paid for political programme.
Mr Mwamba also revealed that the medical report published by the Post Newspapers showing that Mr Lungu urgently requires dialysis is a fabrication.
And Mr. Mwamba has clarified that Mr. Lungu has no intentions of closing down the Post Newspapers once he becomes President.
On reports that Mr. Lungu intends to terminate the contract of Director of Public Prosecutions Mutembo Nchito if he becomes republican President, Mr Lungu said such reports are untrue.
On the same programme, Mr. Mwamba reaffirmed Mr Lungu’s resolve to enacting a new constitution as demonstrated by the release of the draft constitution when he was appointed Justice Minister.

UPND Cadres Embarrassed After Finding Batteries And Chairs In The Impounded Truck
There was confusion in Lusaka yesterday when the opposition United Party for Nation Development (UPND) impounded two trucks from South Africa registration numbers BJ 45 GP and FKB 685 FS belonging to African Cargo Management claiming there were carrying pre-marked ballot papers.
The trucks were later taken to Lusaka Central Police Station as the impasse was being resolved before being taken to the Electoral Commission of Zambia (ECZ) offices for inspections.
After opening them, the trucks were carrying folding chairs and tables, lanterns and batteries for ECZ, the chairs and batteries meant for polling stations.
The trailers were opened in the presence of UPND officials, ECZ officials, Zambia Revenue Authority (ZRA) officials and Zambia police officer.

ZAF Officer Rapes Patient, Bolts
POLICE in Mumbwa are looking for a Zambia Air Force clinical officer who has gone into hiding after being released on police bond for allegedly sedating and raping an 18-year-old patient.
And the victim is demanding K32,500 from Lieutenant Cacious Sivanga as compensation for the pain inflicted on her and her family. Police have since arrested Lt Sivanga’s father Modern, who had signed his police bond, and charged him with aiding a suspect to escape.
Central Province police commissioner Standwell Lungu confirmed that Lt Sivanga, a ZAF Mumbwa base clinical officer, fled after being arrested for allegedly raping a patient, and his whereabouts were unknown.
“Yes, it is true that there was someone who was arrested in Mumbwa for alleged rape and he is a clinical officer from ZAF. But I doubt if he is on police bond because I have not been informed by the officers in Mumbwa,” he said.

Royalty Tax Final- Chikwanda
GOVERNMENT says the current mineral royalty tax is final and it will not go back on its word.
Minister of Finance Alexander Chikwanda said the new mineral regime is a fair route and makes it simple for the Zambia Revenue Authority (ZRA) and the mines to plan.
Mr Chikwanda said this in Lusaka yesterday when he received a K219 million dividend cheque from Zambia Consolidated Copper Mines (ZCCM) Investments Holdings.
“The new mining taxation structure is final. We changed from the corporate profit tax because it was elusory and only two companies paid,” he said.
Mr Chikwanda said the mining taxation has been left for ZRA to administer and Government will not give the authority instructions on how to implement it.
He said Government is off-loading 27 percent of its shareholding in ZCCM to the public.
He urged ZCCM to look for an international market if it cannot find any locally.
Mr Chikwanda said the shareholding of state enterprises, such as ZCCM will this year be moved from the Ministry of Finance to the Industrial Development Corporation (IDC), which will become fully operational this year.
He said ZCCM’s incorporation under the IDC is critical since it is listed on the stock exchange in Lusaka and London.
“We want ZCCM to have a much greater meaningful participation in mining other than holding shares,” Mr Chikwanda said.
Speaking earlier, ZCCM chief executive officer Pius Kasolo said he is delighted to have presented the first ever dividend cheque to Government, the majority shareholder .
And the Council of Churches in Zambia (CCZ) has advised Government to prioritise the interests of Zambians as it dialogues with mining companies over the mineral royalty tax.
CCZ general secretary Suzanne Matale said in a letter dated January 9 that Government should safeguard the interests of Zambians by ensuring that there is responsible investment in the mining industry.

State Buys Choppers For Police
Government has bought three helicopters for the police to help improve their operations, Deputy Minister of Home Affairs Stephen Kampyongo has said.
Mr Kampyongo said the helicopters will enhance efficiency of the police in carrying out their duties.
He said this on Radio Phoenix’s “Let the people talk” radio discussion yesterday. The programme also featured Foundation for Democratic Process executive director McDonald Chipenzi and Inspector General of Police Stella Libongani.
“This is the first time in the history of Zambia that our police will have helicopters for operations. The helicopters will be in the country within the next three months,” he said.
Mr Kampyongo said government is undertaking a number of reforms in the police service.

Govt: Road Projects To Cost $31Billion
THE Link Zambia 8000 road infrastructure project will cost about US$31.42 billion, Minister of Commerce, Trade and Industry Robert Sichinga has said.
Mr Sichinga said the development and upgrading of transportation infrastructure through the Link Zambia 8000, Pave Zambia 2000 and the L-400 projects has increased local participation in economic activities.
Mr Sichinga said so far, works are underway to cover 2,260 km of roads valued at K10.7 billion under the Link Zambia 8000 project with the upgrading of border infrastructure at Nakonde and Katima Mulilo also taking shape.
He said this in a presentation to heads of parastatals and the media on the 2014 economic performance and selected indicators affecting the business environment in Lusaka yesterday.
He said that Government has completed some road works in Northern, Western and North-Western provinces.
“Similarly, the urban and feeder roads also need urgent attention. For example Lusaka’s L-400 project requires an investment of US$348 million to construct 408 km of paved roads, of which 87km has been completed,” he said.
Mr Sichinga said development is not an event which quickly passes but is an on-going process.
He said it is not possible for massive capital expenditure that the Patriotic Front (PF) Government is undertaking to be sourced from annual budgets.

Mporokoso Gets First Ever Filling Station
GOVERNMENT has opened the first-ever filling stations in Mporokoso and Luwingu districts of Northern Province at K9 million.
Officiating at the groundbreaking ceremonies yesterday, Deputy Minister of Mines, Energy and Water Development Charles Zulu said the programme is part of a uniform pricing mechanism aimed at availing rural areas with filling stations where people can access affordable and unblended fuel.
He hopes that the projects will provide the much-needed clean and affordable fuel to the masses, adding that fuel is more expensive in rural areas because of some hidden costs.
Mr Zulu said that government will construct two filling stations across the country annually to ensure that rural communities have access to fuel and that these will help in employment creation.

No Law Requires Lungu To Resign – Mwanajiti
Human Rights Defender and Governance Expert Ngande Mwanajiti says there is no law in Zambia which requires Patriotic Front President Edgar Lungu to resign his ministerial portfolios because he is a presidential candidate.
Mr Mwanajiti says Mr Lungu has not broken or offended any Zambian law by not relinquishing his ministerial positions.
He adds that Mr Lungu is Minister of Justice and Defence Minister is not using government resources to campaign.
Mr Mwanajiti states that the Zambian constitution, in the Bill of Rights forbids any form of discrimination, and that all those that respect the rule of law should remain steadfast and commit to fairness, justice and equity.
He further states that law must remain the guiding compass at all times.

Green Party To Move State House To Kitwe, Parliament To Western Province
GREEN Party (GP) president Peter Sinkamba will relocate State House from Lusaka to Kitwe and Parliament also from Lusaka to Western Province, if he is elected in next week’s presidential poll.
Speaking during a presidential debate at the Copperbelt University (CBU) on Tuesday evening ahead of next Tuesday’s presidential election, Mr Sinkamba said, “I am appealing to Copperbelt residents to vote for me. I will bring State House to Kitwe, we will just upgrade the Ndeke Presidential Lodge. We will also take Parliament to Western Province in our bid to take power to the people.”
Mr Sinkamba reiterated that his party will maximise revenue collection by splitting the Zambia Revenue Authority (ZRA) into two institutions to make it viable and collect enough revenue for the country.
“We will have the External Revenue Authority (ERA) and the Domestic Revenue Authority (DRA) with two commissioner generals. We think that in the current state of ZRA, there is inertia in the manner the two units of ZRA are operating. We will split them into two separate institutions so that they become accountable,” he said.
Mr Sinkamba said the current taxation regime does not collect enough revenue for the country.
He also said his government will develop industries to create jobs for youths.
“We will come up with various policies that will benefit youths. We will come up with industries to absorb jobless youths,” Mr Sinkamba said.
He said his party will use money raised from marijuana sales to fund various development projects.
Mr Sinkamba also rebuked people who are against legalising marijuana for medicinal purposes saying beer and other substances are more harmful than marijuana.
And The United Party for National Development (UPND) reiterated its commitment to providing free education to all Zambians.
Speaking at the same presidential debate, UPND Copperbelt chairperson Elisha Matambo said their government would provide free education to all Zambians.
“UPND president Hakainde Hichilema is a product of free education and he is determined to offer free education to young Zambians. We will create more industries that will offer employment opportunities to the people,” he said.
Mr Matambo said UPND will have a small cabinet and that it will channel more resources towards developing the country.
He also said that his party will not legalise marijuana.
“Under the UPND government, Zambia will remain a Christian nation. Marijuana is a demon, I know people very close to me who have gone mad because of marijuana. UPND will not promote marijuana,” Mr Matambo said.

Condemned Prisoners Files At Mukobeko Maximum Prison Goes Missing
OVER 30 condemned prisoners incarcerated at Mukobeko Maximum Security Prison in Kabwe who applied to the Supreme Court against their convictions and sentences do not know their fate because their files have allegedly gone missing.
And the number of inmates jailed for sexual offences in prisons in Central Province has significantly increased.
Mukobeko Maximum Security Prison officer-in-charge Hasting Chilombe says the files of the inmates have allegedly gone missing.
Mr Chilombe revealed this while presenting a goal delivery before Kabwe High Court judge-in-charge Mwinde Siavwapa during the opening of the criminal session for 2015 on Monday.
“There are about 34 condemned inmates at the maximum prison whose files have [allegedly] gone missing,” Mr Chilombe said. “If their sentences can’t be confirmed by the Supreme Court, it means that they can’t petition the president for possible release.”
Mr Chilombe said the judiciary needs to address the problem of the missing files because some affected inmates have been in jail for 20 years or more without their sentences being confirmed.
He also said there is no other prison facility in the country apart from Mukobeko Maximum Security Prison where condemned prisoners can be incarcerated.
Meanwhile, the number of people being jailed for sexual offences has increased in Central Province.
“My lord, generally, the prisons in Central Province are congested,” Mr Chilombe said. “This is mainly due to cases of sexual offences. I will say that sexual offences come first, followed by murder cases.”
Mr Chilombe said Mukobeko has 2,122 inmates for a facility designed for 400.
He said, however, that food is available for all prisoners.
Mr Siavwapa said he will visit some prisons later this year.
Meanwhile, by Monday, 46 sexual-related cases, among them, defilement and rape, had been committed to the Kabwe High Court for sentencing by subordinate courts in Central Province.
Of these, 28 are defilement cases.

Lungu Will Not Attend Tonight’s Debate
Patriotic Front (PF) President Edgar Lungu’s availability for this evening’s Live Muvi TV presidential debate is in doubt.
PF Secretary General Davis Chama says he is unable to confirm availability of Mr Lungu at the debate owing to the fact that he still has a busy campaign schedule.
Mr. Chama has told QFM News that that it is unfortunate that Mr. Lungu started his campaigns late when all other candidates had already kick-started their campaigns.
He says Mr Lungu is still winding up his campaigns ahead of the presidential election next week.
He says there is need for the general public to understand that Mr. Lungu is not scared of the debate but only wants to ensure that he reaches out to the rural people who will not have the privilege to watch the live broadcast of the debate.
Mr Chama points out that Mr. Lungu has since travelled to north western province where is expected to hold a series of rallies.
He has since appealed to all Zambians that are eager to listen to the PF president to take heart and be patient.
Mr Chama adds that the ruling party values the importance of the presidential debate and will not undermine it in anyway.
MMD President Nevers Mumba and UPND President Hakainde Hichilema have both confirmed their participation in the presidential debate.

Fuel Prices Reduced
The Energy Regulation Board (ERB) has reduced the pump price of petroleum products by K2.29 for petrol; K2.59 for diesel; and K2.08 for kerosene, which translates into 23.13%, 28.22% and 30.76%, respectively. Wholesale prices of petroleum products have been reduced by 35.93%, effective midnight 16th January 2015.
In determining prices, the ERB uses the Cost Plus pricing model, which operates on the principle that the final price of petroleum products should cover all costs incurred in the supply chain. Wholesale and pump prices are determined based on the cost of each feedstock cargo received. The cost of each feedstock cargo is mainly affected by global crude oil prices and the exchange rate of the Kwacha to the United States Dollar.
Since the last price adjustment on 8th December 2014, the exchange rate of the Kwacha against the US Dollar has held stable around K6.50/US$. Over the past three months, the World has seen the largest slump in oil prices since 2008. Oman crude decreased by US$28.58 (32.88%) from US$86.91/bbl in October to US$58.33/bbl in December 2014. The reduction in international oil prices is the trigger of the current fuel price reduction.
Owing to the procurement process for feedstock cargoes, the current feedstock cargo was purchased in December 2014 when the international oil price had fallen significantly. Therefore, the benefit of the continued drop in international oil prices is now being realized in the form of the substantial wholesale prices and pump prices adjustments.
In order to recover the cost of the cargo, the wholesale prices of Petrol, Diesel, Kerosene, Jet A-1, Heavy Fuel Oil and Liquefied Petroleum Gas at the Ndola Fuel Terminal would have to be reduced by 35.93%.
The new prices are effective on midnight Friday 16th January 2015. This is to allow for depletion of current stocks on the market.
It is, however, important to note that, as world prices of oil fall, there are still other fixed costs within the pricing model which remain constant: such as freight; TAZAMA fees and Refinery fees; taxes; downstream margins for Oil Marketing Companies; Dealers and Transporters; and such fees and charges, that need to be fully covered.
Cumulatively, between October 2014 and January 2015, ERB has reduced the prices by K3.03 or 28.50% for petrol; K3.42 or 34.17% for Diesel and 2.79 and 37.30% for Kerosene.
According to the ERB pricing model, if subsequent procurement of feedstock is made while the falling trend in international oil prices continues and the exchange rate appreciates or holds steady, then more reductions will be expected in the near future.

ECZ Should Ban Pangas & Knives From Being Sold -HH

HH addressing a UPND rally in Mapatizya
United Party for NationalDevelopment (UPND) president Hakainde Hichilema says the Electoral Commission of Zambia (ECZ) should ban all offensive weapons such as pangas and knives from being sold on the streets until after the presidential election on Tuesday.
And Mr Hichilema has appealed to his members to preach peace and love in the face of provocation from other political parties.
In a statement released by the party’s publicity and information office yesterday, Mr Hichilema condemned political parties instigating and causing political violence which he said must be condemned in the strongest terms.
“Political parties instigating and causing political violence must be condemned in the strongest terms,” he said.
Mr Hichilema said that there should be amnesty and a withdrawal of all offensive weapons, adding that the police should move in strongly on people who have those weapons.
He said that reports suggesting that UPND is causing any form of violence in some parts of the country are regrettable and must be condemned.
Mr Hichilema urged the police to act professionally and swiftly in accordance with the law to arrest perpetrators of violence.
And UPND chairperson for women affairs Namakau Kabwiku has denounced violence and urged party members to remain peaceful even under provocation.
Ms Kabwiku said at a press briefing in Lusaka yesterday that violence breeds more violence and so UPND members should stay away.
She said Zambia is a democracy and so everyone must be allowed to express their views without being intimidated.
“We don’t want violence in this country. Our youths are capable of hitting back but we want peace,” Ms Kabwiku said.
