SECRETARY to the Cabinet Dr Roland Msiska says his office is considering recentralising the public service payroll after an audit report shockingly revealed that 500 people in Northern Province are on government payroll but are not public workers.
And Dr Msiska says civil servants should work hard as no country can develop by accident.
Meanwhile, civil servants in Eastern Province have pledged to perform to the best of their ability.
Responding to questions from Eastern Province civil servants at Chipata College of Education on Monday night, Dr Msiska said there were some people in the public service who were doing very strange things.
He urged Zambians to be patriots in whatever they do.
“If there are people who are causing chaos, [they] are the end users. Let me give you a few examples, in Northern Province, we had 500 people on the payroll who are not part of the public service; there is one hospital in the rural area which shall remain unnamed for the moment where the mortuary had 44 staff members, including a nutritionist. I want to be honest with you, you are saying we’re failing to pay leave days and the like when there are people among you who are doing these strange things,” Dr Msiska said.
“The audits we have done so far, if there are 500 in Northern Province who are not supposed to be paid, who are not civil servants, if you multiply that by 10, that’s 5000, then you go a step further because you know that Dr Msiska and others are not going to go to the remotest part, you add people on the payroll in the remote areas, that’s why you end up with 44 people in the mortuary with four beds including a nutritionist. Now tell me what a nutritionist will be doing in a mortuary?”
